Uma análise jurídico-econômica dos objetivos regulatórios do Seguro DPVAT
Abstract
O objetivo desse trabalho é apresentar uma discussão a respeito dos objetivos regulatórios do Seguro DPVAT. Este possui a peculiaridade de que nem todo o valor arrecadado com os prêmios pagos pelos proprietários de veículo automotor é destinado ao financiamento de coberturas indenizatórias e seus custos de operação. Na verdade, parte significativa de seus recursos são compulsoriamente destinados à promoção de políticas públicas como financiamento do sistema público de saúde do país, educação no trânsito e desenvolvimento educacional do mercado de seguros. Daí depreende-se a natureza híbrida do DPVAT: uma parte corresponderia a um seguro, mesmo que com características específicas e diferentes de um seguro privado, e a outra parte, a uma política pública.Downloads
