A Suécia e a política externa feminista: entre avanços, retrocessos e legado normativo

Abstract

This paper investigates Sweden’s Feminist Foreign Policy (FFP), focusing on its withdrawal in 2022 and the normative impact generated by this decision. The research is exploratory in nature, based on the analysis of bibliographic and documentary sources, such as books, academic articles, official documents, and government reports, with the aim of examining the guidelines and initiatives of the FFP, as well as the reasons behind its revocation. The analysis presents a review of the literature on Feminist Foreign Policy, addressing its origins, development, and current status in academia, in order to contextualize the policy’s significance and the debates surrounding it. It then focuses on the Swedish context, highlighting the pioneering implementation of FFP in 2014 and its revocation in 2022, discussing the internal and external factors that influenced this shift. The study argues that, although the withdrawal of the FFP may be seen as a setback for feminist policies, pro-gender norms and feminist perspectives continue to influence, at least in theory, Swedish foreign policy practices and decisions. This is due to the fact that these norms are deeply rooted in international law, soft law, and a global normative environment that still favors gender equality. Thus, the research suggests that the revocation of the FFP does not result in the disappearance of feminist impact in international relations, but rather a reconfiguration of the ways in which it is applied and implemented.
