SUSTENTABILIDADE E FUNÇÃO SOCIAL DO PANTANAL SUL-MATO-GROSSENSE: EVIDÊNCIAS DA ATRIBUIÇÃO TERRITORIAL

A ampliação de áreas públicas implica retração de áreas de domínio privado urbanas e rurais, sendo também fator determinante de preços de produtos em função da disponibilidade de áreas para cultivo e abastecimento. A expansão de áreas públicas pode apresentar correlação com a diminuição de índices socioeconômicos como o IDH (Índice de Desenvolvimento Humano), o PIB (Produto Interno Bruto) per capita e o valor adicionado bruto da produção agropecuária. A função social da propriedade, enquanto determinação jurídica de manutenção do direito à propriedade, pode colaborar para a análise individualizada da propriedade frente à atribuição territorial pública ou privada, quando acrescentados parâmetros e indicadores, verificando sua integração a um território em desenvolvimento. O estudo do bioma pantanal, no Mato Grosso do Sul, indica evidências para compor sua função social territorial como indicador de exploração ecologicamente sustentável determinado pelo Código Florestal. A pesquisa proposta traz abordagem exploratória de documentos e dados secundários de fontes oficiais, com o objetivo de analisar evidências da atribuição territorial nacional, sul-mato-grossense e do pantanal sul-mato-grossense, seus indicadores, políticas públicas e legislação existente. Os resultados encontrados pela correlação do coeficiente de Pearson indicam que, em análise dos dados e indicadores propostos, a forma de gestão territorial sustentável, não necessariamente deve ocorrer pela atribuição pública, a qual nem sempre trará benefícios ao território e ao desenvolvimento local.Downloads
