Abstract

This article aimed to measure and analyze the degree of market power in the road concessions sector in brazil. The analysis was based on the theoretical reference of the new industrial and empirical organization (NEIO) and used econometric models applied to panel data to measure market power. The results showed that market power was significant, but small in magnitude. It was concluded that the concessionaires of highways that operated in brazil from 2002 to 2012 did not have full opportunity to exercise market power, at least in relation to the determination of prices (tariffs). This is because, in fact, it is a market regulated by bodies that act at both the state and national levels. Thus, even if regulatory agencies in the sector are susceptible to regulatory capture, the market has nevertheless come much closer to a perfect competitive situation than a monopoly.

Professora Adjunto II do Curso de Ciências Econômicas da Universidade federal Fluminense- Polo de Campos dos Goytacazes. Possui Mestrado e Doutorado em Economia Aplicada pela Universidade Federal de Viçosa. Graduou-se em Gestão do Agronegócio pela Universidade Federal de Viçosa (2008). Atua no curso de Graduação em Ciências Econômicas desde dezembro de 2012. Foi coordenadora do curso e presidente do Colegiado de curso e do Núcleo Estruturante Docente (NDE) de abril de 2014 a abril de 2017. É integrante do Núcleo de Estudos em Economia Aplicada, como pesquisadora. Atua nas áreas da Econometria/Estatística e Microeconomia com ênfase em Organização Industrial e Estudos Industriais e estudos aplicados ao desenvolvimento regional.
