Efeitos de direito antidumping móvel e variável sobre as importações de PVC-S originárias dos EUA e do México

Abstract

A Resolução nº 18/2005 da Câmara de Comércio Exterior (CAMEX), definiu uma fórmula de cálculo de direito antidumping móvel e variável sobre as importações de PVC-S originárias dos EUA e do México, que vigorou até setembro de 2011. O objetivo desse artigo é analisar os efeitos da aplicação desta fórmula sobre os preços praticados nas importações brasileiras do produto originárias desses países. Utiliza-se um modelo Bertrand para produtos diferenciados e deduz-se os efeitos teóricos da fórmula de cálculo sobre os preços de exportação. As hipóteses previstas pelo modelo são (i) direito antidumping ad valorem reduz o preço de exportação, e (ii) a fórmula definida pela CAMEX aumenta a dispersão do preço de exportação. Utilizando-se de base de dados pública e inédita sobre operações de importação individualizadas da Receita Federal, o modelo de regressão confirmou a primeira hipótese, mas não conseguiu confirmar a segunda hipótese, sugerindo necessidade de refinamento
