Abstract

The article presents the socioeconomic effects resulting from the interaction between public bidding regulation and legal incentives to socially responsible action by entrepreneurs, based on Law n° 8.666, of June 21, 1993. The research is qualitative based on literature review and legal texts. The hypothetico-deductive method is employed to explore and explain the subject. The main conclusion is that Government may alter market equilibrium toward the Social-Economic Equilibrium Efficiency Principle – SEEP through its market power and legislation.
