EFICIÊNCIA DOS GASTOS PÚBLICOS EM EDUCAÇÃO BÁSICA NOS MUNICÍPIOS BRASILEIROS

O principal objetivo desse estudo é avaliar a eficiência dos gastos públicos municipais em educação básica no Brasil. Especificamente, almeja-se mensurar os escores de eficiência técnica e de escala dos municípios brasileiros e analisar os escores de eficiência conforme renda per capita e em termos populacionais. Para tal, foi aplicado o método de Análise Envoltória de Dados (DEA), sob a orientação produto. Os resultados revelaram que os recursos destinados à educação básica são aplicados inadequadamente pela maioria dos municípios brasileiros. Quanto ao PIB per capita, constatou-se que elevados PIB’s não necessariamente repercutem em melhores escores de eficiência. Em relação aos grupos populacionais, observou-se que os municípios com menos de 20.000 habitantes conseguiram alcançar melhores níveis de eficiência.
