On-demand economy and innovation in the public sector: a TaxiGov case study

Abstract

The advancement of digital technologies provides on-demand platforms that reduce public servants' transportation costs. These initiatives are susceptible to the action of opportunistic agents, and it is necessary to identify the tools that can be used to protect them from the actions of these agents. The objective of this research is to analyze whether the design principles suggested by Ostrom contribute to the sustainable use of TaxiGov, an on-demand transport platform developed by the Brazilian Federal Government. The method used is documentary research and the elaboration of a questionnaire based on these design principles. The results show that the presence of instruments to monitor and control access, the imposition of punishments on agents who do not obey the rules and the complementation of management with rules defined by local public bodies are some of the instruments that contribute to the protection against performance of malicious agents.
