Decision-making process: decision protocol in response to Covid-19 in Brazil

Abstract

This integrative review explores decision-making protocol tools implemented in response to Covid-19 in Brazil, providing crucial insights into the challenges faced. A comparative analysis of this evidence informs public health policies and interventions, aiming at a more adaptive response to future crises. A total of 132 articles were found across three databases (PubMed, Google Scholar, and Scielo), using the PRISMA protocol (Preferred Reporting Items for Systematic Reviews and MetaAnalyses) to guide the selection and inclusion of studies in systematic reviews. This process resulted in the selection of 40 articles—19 from PubMed, 13 from Google Scholar, and 9 from Scielo. The review synthesized 11 distinct forms of decision support during the Covid-19 pandemic in Brazil, along with an additional approach. Highlighted protocols, based on scientific evidence and shared decision-making practices, were essential in guiding effective public health strategies. The analysis revealed the importance of protocols, feedback, advanced technologies such as Machine Learning and Telehealth, as well as the role of information bulletins and multidisciplinary collaboration for an adaptive and informed response. By presenting these 11 distinct approaches, the analysis provides valuable insights for policymakers and public health managers, offering critical guidelines for improving interventions during the pandemic and addressing similar challenges in the future.
