Adoption of the electronic information system (SEI): a study at a federal university and an agricultural research organization

Abstract

The Electronic Information System is considered one of the innovations in the Brazilian public sector in the last decade. This study aimed to describe the process of adopting the SEI in two public organizations. The conceptual perspective of the TOE (Technology, Organization and Environment) theory was used. Semi-structured interviews were conducted in two public organizations with professionals who were key players in the decision-making process of adopting the SEI. The main results that should be highlighted are: support from senior management, awareness among employees, importance of training, formation of a committee to fulfill the system implementation plan, and finally, transparency throughout the implementation process. The results can also foster actions and efforts for the efficient implementation and management of innovation through the adoption of new IS/IT solutions, contributing to a more efficient use of public resources.
