Mello Mattos Code (ECA): interlocution with Youth and Adult Education (EJA) as a meaning of contemporary socioeducational thought

Abstract

The present study, Code Mello Mattos: Interlocution with the Education of Young People and
Adults (EJA) as a Meaning of Contemporary Socio-educational Thought, has the general objective
of awakening in the reader the importance of the Statute of Children and Adolescents – ECA,
taking into account its historical trajectory and social since the approval of the first Minors Code
in Brazil, also known as the Mello Mattos Code, in 1927. The research problem presented by the
study: Failure to understand the meaning of the expression socioeducation when the ECA is regulated,
determining the meaning of the infraction as irregular act by the young person, in relation
to the reality of teenagers (1990). Its specific objectives: 1) analyze the importance of non-formal
education spaces as a pedagogical resource in youth and adult education (EJA); 2) understand
the importance of the EJA teacher’s dialogue in the practical-theoretical context of Socioeducation.
The methodology will be narrative to better elucidate the history and historicity of the
itinerary on the “Mello Mattos Code” and the creation of the Child and Adolescent Statute (ECA),
without forgetting the appearance of the sentence “Socioeducation”. In this way, we will discuss
the importance of the Children and Adolescent Foundation (FUNDAC), a body linked to the Secretariat
of Justice and Human Rights (SJDH), of the State of Bahia that administers socio-educational
programs of hospitalization and semi-freedom, proposing solutions to enhance dialogue
between the teacher in socio-education.
