ARTICULAÇÃO ENTRE ACCOUNTABILITY E VIGILÂNCIA CIVIL NA PERSPECTIVA DOS PROCESSOS DE COMUNICAÇÃO PÚBLICA

Abstract

This article explores the relationship between accountability and civil surveillance in the context of public communication, emphasizing their role in democratic consolidation. Accountability is analyzed as a normative principle involving the responsibility of public agents and their obligation to answer to society, while civil surveillance is understood as the practice of organized publics monitoring and denouncing institutional actions. The study adopts a communicative perspective, arguing that effective accountability depends not only on formal mechanisms but also on dialogic interactions and citizen participation in the public sphere. The social dimension of accountability is also discussed, highlighting how media and civil surveillance networks play a crucial role in amplifying the visibility of state actions and demanding governmental responsiveness. Responsiveness, in turn, is examined as the capacity of institutions to address public demands, underscoring the need for open and transparent communication channels. The article concludes that the interplay between social accountability and responsiveness requires a dynamic public communication environment, where civic participation and social oversight strengthen democratic governance and institutional trust. The study contributes to reflections on the challenges and possibilities of these processes in societies marked by inequalities and crises of representation.
