Abstract

This research evaluates the impacts of taxation policies of cigarette packs on consumption and smoking prevalence. The present approach is based on micro data from the Vigitel survey and assesses the taxes IPI, PIS / COFINS and the official minimum price of cigarette packs in the period between 2006 and 2018. Pooled Ordinary Least Squares (Pooled OLS) and Probit models are used to estimate the parameters of the regressions. The results indicate that there is an interference of the price policies on the consumption of cigarettes.Therefore, the state should take effective actions aimed at the mitigation of smoking in the Brazilian tobacco market such as raising taxes.
