The efficiency of public spending in Brazil on HIV/AIDS: An analysis from 2012 to 2022

The objective of this study is to evaluate the efficiency of HIV/AIDS public expenditures in Brazil between 2012 and 2022. To achieve this objective, it was necessary to use the non-parametric technique of Data Envelopment Analysis (DEA). The variables used were the total expenditure on HIV/AIDS as input factors, and the outcome variables were the number of AIDS cases. The DEA model, which consists of Variable Returns to Scale (BCC) result oriented, is most often used in the analysis of public expenditure, since it makes no sense to cut healthcare expenditure. The results obtained with the evolution of expenses show a continuous and growing increase in the volumes used, with 73% of expenses only on ARV medicines. Regarding efficiency, the results show that out of the ten years analyzed, half were efficient, while the other half have shown inefficiency in the use of public resources in the fight against HIV/AIDS.
