THEORETICAL ASPECTS OF THE HORIZONTAL RESTRUCTURING OF TELEBRAS PRIOR TO PRIVATIZATION IN BRAZIL

The previous restructuring of the Brazilian state-owned holding in telecommunications, TELEBRAS, was part of a strategy designed to foster competition and efficiency after privatization. One of the main questions was how many companies should TELEBRAS be split into? This paper addresses critically the main elements considered by Brazilian regulators and discusses theoretical arguments related to scale, scope and transaction cost economies, potential competition, yardstick competition and excessive dispersion of efforts. Weighing all arguments, we conclude that TELEBRAS should be further separated in to horizontal grounds by undertaking an alternative restructuring process.Downloads
