Digital Capital: A New Approach to Understanding Inequalities

Abstract

Digital inequality is one of the major barriers to the full exercise of citizenship. This article discusses the impact of these inequalities on democracy, as it is observed that some people are able to participate more effectively in political decision-making processes, such as in digital democracy initiatives. The study proposes a reformulation of the concept of digital capital, classifying it into two subtypes: personal digital capital and community digital capital.
